I don't think this falls in the nudity category when it comes to bare legs in a one piece. Also, take note that mixing white & yellow don't mix, because it's almost unreadable.

I admit, I have 0 idea how scale-ratings translate to letter ratings yet. Choosing 'mild sexual themes' gets me T, choosing 'mild nudity' gets me an instant M, I don't even really know about the other ones. I'm not sure how to go about rating pictures that are non-nudes, but still feature characters in skimpy, sexy clothing

Dude, this is an E-Rated drawing. An M is a lot more violent or sexual than this.

I question myself why does it look like she had three tits? I could say a Total Recall reference, but noting one of them lacked nipple, I'm now confused. One quick research later, and those "extra tits" is just a single purple ribbon that Mars had on her outfit.
